Now I think you are putting too much faith in the site. The suggested rates on Proz just are "far adrift", at least for my pairs and "my part of the world"... very, VERY far adrift.

There's no chemotherapy, nothing like that, and it sounds like they'll never pay you. Report it wherever you can, learn from it and move on.

I accept that the sample may be a little too small to be statistically viable. It works better in pairs such as my own. But even so, I'm sure the end client is not being charged USD 0.04. Probably a vast amount more. Charging low rates only attracts clients who are peanut brokers. They are not the ones professional translators should be collaborating with.

Why would any service provider be interested in the physical health of a - thus far - unknown outsourcer? Personally, I don't think that professionals even mention their health issues, especially not during first contact. This sounds like a "tear-jerker" - a tool beloved by scammers.

Without wishing to sound heartless, even if it is true, it does nothing to change the essence of the problem. Terms were agreed to and they should be respected.

Then before you started the job, the client wants you to lower your fee (and probably always intended to do so - though that's immaterial). It seems pretty clearcut. If you stated your fee, that's the fee, and if the client wants a different fee he can go somewhere else. He probably won't and was just testing you to see if you'd go for it out... It seems to be a scam. I do not think they will ever pay you at all (nor I believe they ever intended to pay you). P.S. If you already did the job, do not send it to him/her.
