First I'm trying to find a translation for "посадити на голку", then adapting it for metaphorical use shouldn't be a problem. Any guesses?

"Посадити на голку" має сенс "зробити наркоманом" (тобто мається на увазі голка для ін'єкцій). Можу припустити, що у Вас йдеться про російський газ, яким користується Україна і який може стати для неї своєрідним "наркотиком". Але це - тільки припущення, адже я не бачу контексту.

Якщо, дійсно, йдеться про російський газ, врахувуючи те, що я не бачу саму фразу, можливо перекласти так: "to make Ukraine completely dependent upon the Russian gas" / "to put Ukraine in complete dependence on the Russian gas". Потрібно бачити стиль оригіналу.
