(here) national vs state Explanation: I believe 'National' HERE is more about the size of the institution meaning it invites students from all over the country while 'state' is about its status (say, for income tax purposes). And if it is an official document like Diploma I would keep every word in the name, i.e. I'd most likely go for "National Autonomous University with Grade IV Accreditation under state ownership" From UNDP publication: Defence firms in aviation and shipbuilding are consolidating into large new conglomerates **under state ownership.
