This should not depend on context, and so much the better because there isn't any.

neogrammatism
Explanation:
I'm not sure that's exactly the same thing, but at least it's close.

Also, for the meaning of it, try searching for russian "младограмматизм"

neogrammatism is not very googlable, maybe "new grammatism"

It might be appropriate to make it "young grammarian system" or the "concept of Young grammarians"/"Young grammarian concept"/"Neogrammarian concept"/"Neogrammarian hypothesis"

This is actually a derivative from German " Junggrammatiker", as you may see from wikipedia page.

Notes to answerer
Asker: Actually, it's neogrammarianism, believe it or not, but it's not the same thing - неограматизм is mentioned separately in the same document.

neogrammatic research

Explanation:
Ukrainian sources explain this term roughly as follows: 'The teaching on psycho-physiological basics of speach, on the laws of sounds and analogy principles'.
See. Ref. 1

Though in English (as well as in Italian and other European soures) such a term as 'neogrammatic research' can be traced. See. Ref. 2

IMHO, those two terms stand too much close to each other. See Ref. 2

neogrammatism

Explanation:

neutral  Maksym Nevzorov: I already did check "neogrammatism" - there is no such word in the whole Google. Therefore, this is not really an optimal solution)) Have you seen my post at all?
