сам термін "лінійна схема" тут є невдалою калькою із англійського "one-line diagram", "line diagram" etc. Скоріше за все, і сам документ його "автори" дістали, переклавши google-translate його російський або англійський відповідник. Тому це типове back-translation.

A single circuit configuration has three conductors for the three phases. While a double circuit configuration has six conductors (three phases for each circuit).

Тут зазначаються як лінійні схеми трансформаторних підстанцій високої напруги (ПС) і лінійні схеми відкритих розподільчих установок ВРУ також

Тут, здається, саме про однолінійну схему, яка "one-line diagram". Про мережу не йдеться. ВРУ - Ввідно розподільний пристрій (ВРП), як я розумію, тобто їх теж порівнюють за однилінійними схемами, щоб визначити "аналогічні".

Далі ось більше контексту мені здається:
Вартість заміщення ВРУ визначається на підставі зіставлення лінійних схем оцінюваної ВРУ та типових ВРУ, показники вартості яких наведені в додатку 2 до цієї Методики. Для цього з додатка 2 до Методики обирається показник вартості такої типової ВРУ, яка за лінійною схемою збігається або найбільш схожа з оцінюваною ВРУ.
