Explanation:
For example you could say "I can't stand this person" this literally means "bu insanı çekemiyorum". It has feelings rooted in jealousy but there can be fine differences! You might not envy there status in the world but they could be a negative person who conveys pessimism hence you can't stand being around them. It is a common way of expressing feelings of such nature this way. It need not be necesarily a feeling of envy attached to it.

1 - to spite [T]
to intentionally annoy, upset or hurt someone:

2 - it should be " to be jealosu of sb/sth" or "to feel jealous of sb/sth". There is no such think as "to jeallous of sb".
