In other words the translation would go something like:

...the bidders are to announce the point equivalent price they are proposing for...

This would be close to Aziz Kural's suggestion of "in terms of ..." in that it is the price that would be equivalent to the price if stated in terms of points...

Aziz's suggestion is also OK, in other words.
