This term appears in a lot of architectural translations I've been required to do, it seems to refer to the "headquarters" of a corporation but since the typical "merkez ofisi" "merkez binası" terms were not used I've been wondering if anyone has a better fit than the standard "service building" translation

Explanation:
Is a regularly-used phrase in the English-speaking world (possibly less so in North America) for where the bosses live, and ties in with the meaning of ‘hizmet’ as ‘[where the] employment [is administered]’. Possibly a good alternative if you really don’t like/want ‘service building’. However, it may well be best to heed Raffi’s advice as a translator working in this area that ‘service building’ really is what people expect to read. Conventions are important, and readers of your translation may be so used to translations out of Turkish that they have come to expect ‘service building’ and the particular nuances that it carries. Company arrangements aren’t identical across nations, of course.

Explanation:
Looking at the picture in the link provided by Recep, I agree that one would hardly call this a "service building". My answer involves a lot of lateral thinking. Basically, we are talking about a fairly large building whose rooms are used neither for residential nor manufacturing purposes but serve as offices. Isn't this what we know as an office block?
This building may well serve as a company's head office/headquarters, but there is no implication that this is what it is.

Of course, as Recep says, it depends on the context. If the building belongs to a municipality, "service building" is probably the best translation. For example:
