Explanation:
You get the term "occupancy" too, but I think here they mean capacity.

The same terms are used even in hospitals as far as I know. Room capacity has more to do with how many people the hotel/hotel industry can accommodate, and occupancy more to do with how many of those rooms/beds are actually used. Hope that helps.
