Explanation:
Here's a suggestion that, well, I'm not entirely sure about, other than the references keep confirming each other. The EBA had this to say recently using the term (http://www.eba.europa.eu/-/eba-publishes-first-final-draft-t... which will give some information and guidence where to look.

The recent EU Directive on this subject ("on access to the activity of credit institutions and the prudential supervision of credit institutions and investment firms" - DIRECTIVE 2013/36/EU ), hot off the presses in June this year, uses the term 'own funds' 94 times and 'Capital base' 6 times. This compares to the Swe version that uses 'kapitalbas' 103 times. The Eng version uses both terms corresponding to the Swe term.

But I have a sneaky feeling we have something new to learn here ... if we want to comply with the EU Directive and the EBA. I wonder what the Fed has to say about this?

agree  Christopher Schröder: This is the EU term. Basel III uses (regulatory) capital base. Generic term would be (regulatory) capital.
