The passive "registreras" is used, I think, to imply that you need to have a system of clock in/clock out as per time of day so any type of overtime can be worked out, e.g. OB-tid (obekväm arbetstid) starts at 19.00 for example and kvalificerad OB-tid starts at, say, midnlight on Christmas Eve.
