In realtà il termine mi è nuovo (l'unica Frasquia che mi viene in mente è una provincia boliviana...): ho fatto un'associazione tra il termine frasquidero, che colloquialmente indica uno che si mette sempre in mezzo, un impiccione, e le modalità di costruzione di uno scafo, che puoi trovare nel link che segnalo.
È solo un'ipotesi e la prenderei con le molle.
