Je le traduirais par « même depuis »dans le sens ou ils insistent sur le fait qu'il y a une régression, « même depuis les actuels 16,37 », ou « même à partir des actuels 16,37 ».
Dans tous les cas, « par rapport » ne me semble pas adapté.
