Spanish term or phrase: Por temas de operación
SPAIN and/or MEXICO: From a text about airfreight and the new e-Air Waybill systems. I assume that this means something along the lines of "for operational purposes" (which doesn't really say much to me anyway), but the form is new/odd-sounding to me and I'd like some feedback/opinions on it, as well as the meaning and suggestions about the best way to translate it.

"Actualmente, el sistema XML-Cargo está legislado en Argentina y México, donde será obligatorio a partir del 1 de junio. Por temas de operación, también se utiliza en Chile, Estados Unidos y Canadá. En estos momentos, podemos hablar de una tasa del implantación de entre el 25% y el 30%."
