I have to confess that I too thought at first glance that "a" was missing before "una organización", but it makes perfect sense as it stands, and means something different. "Atribuirse algo" is literally to attribute something to oneself, to arrogate it to oneself, as you put it (a verb that is not used much in English but is perfectly correct). In plain terms, it seems clear that we have two organisations here and the idea is that they wish to protect their mutual independence: neither of them may claim, in general terms, to be speaking for the other. I would use "claim to represent", and since there are evidently only two of them, "neither" will make it clearer; you wouldn't say "an organisation" or "no organisation" in this case. You could say "one organisation may not claim to represent the other", but it wouldn't sound natural, in my opinion.
