set / group of reception and loading tracks // fan of sidings for reception and loading
Explanation:
"Haz de vías", according to Mario León's Diccionario políglota del tren (5399, p. 243), is a set of tracks or fan of sidings (it says "fan of slings", but "slings" is a curious misprint for "sidings"):

Here's an illustration to show what it's like:
http://dicionarioconstrucion.coag.es/es/content/estación-de-...

It's very like a marshalling yard, but strictly speaking that is an "instalación de clasificación" (or "maniobras").

"Vías de recepción", again according to Mario León, are reception tracks.
http://books.google.es/books?id=W6TRwFNf71cC&pg=PA425&lpg=PA...

And "carga", of course, is loading.

So I think you can say "set/group of reception and loading tracks", or "set/group of tracks for reception and loading", or "fan of sidings for reception and loading".

There is no one right way to say this, or most things, for that matter. "Sidings" seems to be somewhat more common for this in the UK and "tracks" in the US, but both are used on both sides of the Atlantic:

"The junctions with the main line are electrified and three of the five reception tracks in the Reception Yard are electrified for their full length."
http://infrastructure.planningportal.gov.uk/wp-content/ipc/u...

"A paved road along the northern perimeter of the yard links Allentown to Bethlehem and affords excellent views of the hump area and reception sidings."
https://www.google.es/search?num=100&site=&source=hp&q="rece...

Nor is "fan of sidings" just a dictionary entry:

"The railhead element is the main functional part of the complex and includes the following proposed components:
- a fan of sidings for the stabling of trains and wagons; [...]"

Rail siding

Explanation:
Have a look at this:
Find it here: http://commerce.nic.in/infr_guidedet.html (The place where container trains are received, dispatched and handled in a terminal. Similarly, the containers are loaded on and unloaded from rail wagons at the siding through overhead cranes and / or other lifting equipments.)

Common sidings store stationary rolling stock, especially for loading and unloading. (http://en.wikipedia.org/wiki/Siding_(rail))

neutral  Charles Davis: Hmm. IATE gives "set of tracks", "group of lines" or "fan of sidings" for "haz de vías". Is this significantly different from what I said? // I gave a couple of options, both "normal railway speak".

-> no but you threw in heaps of suggestions and it was easier just to give the railwayman's answer directly without fiddling around in all those options

neutral  philgoddard: He wasn't "fiddling around", he was giving another of his excellent and comprehensive answers.
