This may be totally off-base, but it's possible that the word "abatizacion" has sprung from the use of the larvicide ABATE, which is a trade name. I tripped over the words abatization and abate in the same document, which led to finding the ABATE chemical. It seems to be used in areas to prevent mosquito infestations.

I pretty much agree with you but the client asked to put this larvicida control with temephos. Apparently abate is temephos...I woudl have preferred: application of abate

Whoa! Found the word "abatidero" and it means "drain trench".
The context is a list of factors affecting a home. In that case "abatizacón" may mean "drain trenching" and the whole phrase would read;
The variables, presence of plastics, drainages, previous trenching. number of persons, area of the construction and builing materials, were not significant.
