Explanation:
I read the information which described home visits being carried out in Nicaragua and included the other possible definitions of 'familiar' in Spanish, which, though it does mean 'family' it can also mean 'familiar' and 'informal'. I believe that advisers are less formal than councilors, and they may be more willing than councilors to participate in community work involving first line home visits.

A councillor is a member of a council (within a position of authority) while a family counselor is the one who would do home visits and be approachable so that he or she could help victims by providing advice or guidance if there are any cases of domestic abuse.
