I'm afraid there's no context for this one in terms of the sentence. It's just the name of a department in a tire factory.

Any thoughts? I haven't been able to find anything helpful...

It says here "tubadora o extrusor":

So I think "extrusion" is probably what it means.

I think the "tubos" must refer to inner tubes.
Inner tube (noun) = A separate inflatable tube inside a pneumatic tyre.
Many vehicles nowadays may have tubeless tyres/tires, but the name of the department could remain the same.
