agree  Robert Carter: Or "cognizant", but "aware" is better because it's plainer English and there's absolutely no difference in register. It's possible the text means "take cognizance of" (which is different), but given what comes next, I don't think that's the case.

In other words, if talking about people, use the word them. If talking about objects use the word those. 'These/those' are either demonstrative adjectives or neuter pronouns in the nominative or accusative case (no need to argue that English language has lost the neuter gender).

agree  Robert Carter: Posted at the same time, by the look of it, though I don't agree that there's any difference at all in register between "become aware of" and "become cognizant of".

It's connected with the knowledge and awareness of issues, where 'to know' a person concerns acquaintance and recognition of the person, personally. If it's more connected with knowledge acquisition and becoming aware of an issue or problem then the translation prefers 'to become aware of those issues'.
In the source text, firstly, people are the subject focus.
"Public sector employees who may know them (be aware of them) as they carry out activities of public action have a duty to report offenses"

"Tendrán obligación de denunciar los delitos de acción pública los funcionarios o empleados públicos que los conozcan en el ejercicio de sus funciones."

In the source text, secondly, the focus is on events that have taken place. Some people may acquire knowledge by becoming aware of those issues.

"... quienes presten servicios relacionados con la salud y conozcan esos hechos al proporcionar los auxilios propios de su oficio y profesión, salvo que el conocimiento adquirido esté cubierto por el secreto profesional."

"... those who provide health-related services and who may be aware of those issues or events on providing personal aids or protection provision, unless the knowledge acquired must remain within professional confidentiality."

disagree  John Rynne: In English, "know" means you already possess the knowledge. In Spanish, "conocer" means that but, crucially, it also refers to the act of acquiring the knowledge
