English translation: foreign municipality

The literal translation "foreign municipality" means very little in English, IMO. Perhaps a semi-autonomous municipality may fit the bill. (See explanation in ProZ link above).

In Venezuela, “municipio foráneo” (foreign municipality) is the first stage in the evolution of towns when they pass from the status of villages to the status of municipalities, but still without administrative autonomy, when they are still subject to a District’s government.

The next step is “municipio autónomo” (autonomous municipality), which do have administrative autonomy.
