Hello,
Does anyone know what this phrase might mean?
It is in the context of a document on corruption within the police force and their implicating of innocent civilians for their supposed 'opposition to development'. I thought it meant something like "They make a mockery/example out of us/set us up" instead of the literal meaning of "the make adjustments to us"...

Below is some further context..

agree  Jacob Z. (X): I don't disagree with Simon's answer, but I think there is an element of this as well, e.g., "they stake us out and then find some excuse (usar lo que se pueda) to put us on trial". Otherwise the charges seem legit, contrary to what is implied, I think.
