You can see this if you omit the text in the middle: "El RESPONSABLE (...) SE PONE A DISPOSICIÓN de todos los usuarios...". The phrase "se pone a disposición" means "to be at someone’s disposal", and it is people rather than contents that are at someone’s disposal. |
