This is from a certificate issues by the Guatemalan General Directorate for Migration. It's a certificate from the "Sistema de Computo de Arriagos" and states that the person in question "no tiene arraigo". Does this mean that they have no ties to the country or is this a reference to whether they have been or are detained?
