Así, junto con las diez propuestas elaboradas para animar a la diversificación económica y al turismo, es necesario establecer una planificación estratégica, que se acomode a la del Pacto Local por el Territorio Costero Sostenible, y que enuncie ***recomendaciones de fondo***, que se puedan materializar en un período de tiempo más amplio."La estrategia de futuro responde a una idea de desarrollar una base económica renovada, con presencia del turismo, que sea más eficiente, ambiental y socialmente responsable."

No acabo de entender esta expresión. No sé si se refiere a "recomendaciones de fondos"(advice about funds) y "materializar· no sé si se refiere a que se puedan conseguir o se los concedan para un periodo de tiempo más largo.

¿Alguna sugerencia?

I think "de fondo" is by contrast with "de forma": in other words, recommendations of content rather than form. Alternatively, it could be interpreted as "fundamental", as in "la cuestión de fondo". But I think it's probably the former. In which case, "substantive" would cover it. In other words, recommendations of substance.

"Materializar" means "put into effect".
