Este párrafo se incluye en un apartado dedicado al Compliance System de una empresa. No sé cómo traducir esta expresión y encajarla en el párrafo. Las opciones que encuentro me parecen muy literales.

Existe un canal ético de denuncia de irregularidades, a través del cual, cualquier empleado puede denunciar incumplimientos normativos, ***tanto de legalidad general ***como de normativa interna que es gestionado a través del Comité de Ética y el Comité Compliance. Durante el 2019, no se ha producido ninguna denuncia de esta índole.

And what, pray tell, is wrong with the literal translation? If you really dislike it, I suppose you could use "of a general legal nature".

Thus, one possible translation of the sample phrase could be something like this:
"There is an ethical channel for reporting irregularities, whereby any employee can report regulatory breaches, whether of a general legal nature or internal standards, which is managed through the Ethics committee and Compliance committee. During 2019, no reports of this nature were recorded."
