Either way it means that the work being carried out has been approved - or authorised by - the local architects' body, known typically as colleges of architecture or colleges of architects.

neutral  eski: I think the idea here is a review before a preliminary board which reviews the plans prior to being submitted for a building permit.In English,this is usually an Arch.Rev.Board and not a College of Arch.(in a university).
