Slovak term or phrase: statická doprava
vyzýva Komisiu, aby vypracovala normy s cieľom zabezpečiť reguláciu *statickej dopravy* a prístupu vozidiel do mestských oblastí, dopravných značení a technických noriem pre inteligentné dopravné systémy;

Static transport/traffic? Sounds rather like a traffic jam, but I suspect they mean something different.

Asker: I'm afraid the literal translation "static transport" (there's one example in your second link) doesn't make any sense in English. In your first link, they are talking about static (as opposed to "dynamic") timetables or information about transport. In the Slovak I find, for example, "statické informácie o doprave, teda na pevné cestovné poriadky".
