I have this term ("in l a.") in an English translation of a Slovak Republic Decree on alcohol production equipment. It seems to have been transferred from the Slovak text without translating it. For instance:

Vh is the quantity of alcohol (in l a.) determined (calculated) from the mass of the alcohol
Vo is the quantity of alcohol (in l a.) measured by the alcohol measuring system.
