No further context, and also not sure if they mean bill of exchange or promissory note. Mostly, its the 'vydani a vyplneni' part I'm having trouble getting into some sort of normal English.

Explanation:
a bank issues a blank bill of exchange and the client has to complete and possibly even authorise the authenticity of this document at a pubic notary (the blank bill of exchange was required from us at what I believe was CSOB bank approx. 9-10 ago when we asked them for another credit (beside our existing mortgage at Tatra banka) to be able to complete the construction of our house
