I believe it is "pursuant to" or possibly "within the meaning of". I believe these are true equivalents in the legalese. In other words, noone can say that this is not a correct answer. On the other hand, the other suggestions are similar, factually accurate or whatever, but they translate a bit differently as I have described below, thezňy have slightly different equivalents.

There is no 'correct answer' to this one - hence the large number of responses. I must admit, I have never heard 'by content of' before.
'odsek' can be what you want it to be, within reason, as long as you use the same term throughout :)
'in accordance with' can also be 'v súlade so', which could also be 'pursuant to' - it goes around in circles...

are quite factually accurate but why deviate if there is no need to do so since they have their own equivalents, that is:

in the wording of - is - v znení
as specified in - is - ako je uvedené v
in terms of - is more like - z hľadiska (čoho)
by content of - is - I do not know now
within the meaning - is - v zmysle (but I believe that "odsek" is "paragraph)
in accordance with, under - is - podľa
