Dylan Edwards United Kingdom ASKER 14:43 Apr 26, 2012  Yes, this looks right. A Czech source (www.ceps.cz) has "power system imbalance" for "systémová odchylka". Nathaniel2 12:54 Apr 26, 2012  In my experience a deviation in the energy industry is called an imbalance, so maybe something like imbalance settlement agent or imbalance billing agent.
