Social and society-related mi se čini kao dobro rešenje, mada mislim da je u datom kontekstu autor imao u vidu socijalne (težak život, nizak standard) i političke napetosti (nezadovoljstvo opštom situacijom u zemlji). Reč je o devedesetim godinama u ex-Yu, vremenu hiperinflacije, građanskih ratova, sankcija i posledicama koje je to izazvalo u društvu.

agree  miletic3: ako je u pitanju bas taj izraz 'soc i drus napetosti' ja bih to prevela samo kao 'social tensions', a u drugom kontekstu je Sladjanino resenje sasvim korektno.

Social policy primarily refers to guidelines and interventions for the changing, maintenance or creation of living conditions that are conducive to human welfare. Thus, social policy is that part of public policy that has to do with social issues. The Malcolm Wiener Center for Social Policy at Harvard University describes it as "public policy and practice in the areas of health care, human services, criminal justice, inequality, education, and labor."[1] Social policy often deals with issues which Rittle & Webber (1973) called wicked problems.
