This is the title of a document issued by an urban planning department of a Serbian municipal office setting out a decision relating to several plots of land. The meaning is broadly clear but I'm looking for a suitable idiomatic English equivalent, preferably UK.

  -> Thanks; I am not sure about 'planning rationale' though since it is not necessarily used for a certain document in town planning, e.g. http://www.stanford.edu/~kbmiller/7hsrat.htm ; I think it has a broader sense.
