"При производстве ремонтных работ внутри обвалования допускается устройство переездов через обвалование путем подсыпки либо нарушение обвалования".
Salve, si tratta di norme di sicurezza riguardanti i serbatoi di carburante. A quanto ho capito, durante i lavori di manutenzione all'interno dell' обвалованиe (bacino?vasca?argine? non ho proprio capito di cosa si tratti...) è consentito l'allestimento di passaggi attraverso l'обвалованиe stesso con il riempimento(?подсыпки?) o l'alterazione (нарушение ??) dell'обвалованиe. Vi prego di aiutarmi a decifrare queste tre parole, ma soprattutto обвалованиe perchè da lì secondo me si capisce tutto. Grazie mille!

Обвалование — система заградительных сооружений (защитных дамб), или земляных валов для защиты территорий, подверженных потенциальному затоплению.., а также для ограничения площади разлива нефтепродуктов вокруг резервуарных парков.
Quindi,oбвалование è la costruzione di argini, terrapieni attorno ai depositi di carburante che proteggono il terreno circostante da eventuali fuoriuscite.
Durante i lavori di manutenzione dell'argine si possono fare подсыпка и нарушение. Immagino che per подсыпка si intende, come dici tu, una specie di riempimento. Cioè aggiungono la terra all'esterno o all'interno del terrapieno, forse per poterci salire agevolmente, cosicché il terrapieno smette di essere tale. Нарушение dovrebbe essere un taglio, uno scavo, cioè in parte distruggono il terrapieno e fanno un passaggio. La breccia di Porta Pia :-)
Il problema è che non so come tutto ciò si chiama in italiano...
