Составные грузовики (тягач + прицеп) часто оборудованы пневматическим приводом - тормоза, усилитель руля и пр. Если "плохие климатические условия" означают сильный мороз, очень вероятно, что просто замерзла вода в тормозных трубках (хотя в системе и фильтры, и обезвлажнители, и пр., пары воды все-таки присутствуют) - тормоза плохо действуют, слабо и с опозданием, а то и вовсе. Если же "плохие климатические условия" - дождь и слякоть, возможно редуцирование забора воздуха из-за засорения фильтра на входе - давление и соответственно эффективность ниже.
