You can't rely on Google hits, e.g. 448000 for "arsenal of tools" and 27204 for "armamentarium of tools". Firstly, because "arsenal" is in the mainstream of advertising jargon. Secondly, because "international English" enters the picture, particularly where the author does not actually have a command of traditional English; a fortiori given that арсенал is a borrowed word in Russian. Thirdly, because engineers are notoriously careless about their language. And fourthly, because engineers are often language-deficient as an occupational characteristic. Perhaps the author was searching for the word "armamentarium" in his/her mind, and instead settled upon "arsenal". Granted, the author may not be an engineer but a promotional person, and granted that the context may be advertising. However, experience shows that a translator ought not to travel along an advertising jargon path unless specifically instructed to do so, because the reader of the translation is entitled to the best translation, not the most fanciful one.
