Asker: I see you removed "territory". But it is a large industrial site - a few kilometers long with a plenty of workshops, I think it should be somehow denoted.

It's exactly I was talking about. Please, look at your link carefully and you will see that zip code is located next to 2 capital letters which determine state; if you send letter locally you don't right US as it's clear it goes inside a country.
Anyway, I send letters and parcels so I am confident in my answer.

This order is used a lot internationally as it makes sense because parcels and letters are sent according to their zip codes then post officers look at the address.
Т.к я отсылаю много посылок и в Америке и заграницу, я ручаюсь за свой ответ, индекс пишется в самом конце потому что это упрощает пересылку, проще посмотреть на номер, чем на адрес.Адрес используют местные почтальоны. Удачи.
