I am not sure if you want literal translation or close translation here using the same vulgar words, bitch and dog. Or you would like to have a closer version for this, equivalent. In Russian, the meaning is not really “if a man is having sex, it shows that the woman wanted it.” This is a limited meaning. IMHO, in Russian it means: If a man started going after her, it means that she is allowing and giving an opportunity for him.
I have variants, but 'm not sure if it would fit here.
It takes two to tango-if it is more general.
