neutral  David Knowles: Does "public" here mean "state-run"/"not-for-profit" or "commercial"? As it stands, this is ambiguous. The BBC is a public broadcasting company, as is PBS in the USA, but I'm not sure I'd describe Sky News or CBS as "public broadcasters"

  -> "state-run" is the most appropriate meaning here. "Public" has "social" meaning in this case - social because owned by society.
