Discussing the reliability of an expert report regarding price formation on certain imported goods:

"В заключении ... также указано, на соразмерность цен на условиях поставки DAP, при приведении их к условиям CPT, что не может являться однозначным выводом."

Do I understand correctly that this means:
"The report ... also indicates that DAP ('Delivered at Place') prices are proportionately comparable and can be assimilated to CPT ('Carriage Paid to') prices, which cannot constitute a reliable conclusion." ?

The construction of the sentence (particularly the comma after "указано") is making me feel uncertain about how to interpret it as a whole. I'll be grateful for any help here!

The comma is clearly an error, it cannot appear there under any circumstances.
I would translate it approximately as follows:
"The report assesses the DAP prices as commensurate to the CPT ones, which cannot constitute a reliable conclusion".
In other words, it means that the report finds the difference between DAP and CPT (which is the cost of insurance in transit + possibly a minor price adjustment for the passage of title after carriage rather than before it) to be reasonable.

agree  The Misha: I guess this is as good an interpretation as any, but I still fail to see where the original says that. Maybe it's in the broader context somewhere, who knows? It is a very badly constructed sentence to be sure.
