"исполняемых в безакцептном порядке платежных требований-поручений" - это against a direct debit mandate.
В таких платежных поручениях в графе "Условия платежа" указано "без акцепта" и реквизиты документа, разрешающего такое безакцептное списание.
Думаю, что в первой фразе можно написать "without acceptance".

Хотя хочется написать как-нибудь так (хотя всего текста не вижу):

It is indeed direct debit.

the type of agreement is also often called Agreement on withdrawal of funds and normally contain a clause with the following wording (or similar):

"In accordance with Article 854 of the Civil Code of the Russian Federation, the Borrower grants to the Bank the right to debit the Accounts without requiring orders, consent, instruction or confirmation from the Borrower."

что касается термина "платежное требование", то большинство иностранных фирм переводят это как payment demand и, боюсь, что это устоявшася практика.
