I think that “Western” makes perfect sense in the context of the Russian speaking (and similar) audiences outside the USA and Western Europe. If the document is intended for use outside that area, maybe you’d better add some specification, e.g. “Western European (or US, or both), etc.”

Explanation:
Formulating "западный" as "the West" seems preferable, when possible, although it has become a strange formulation, because what about ones (whatever you're calling them) in... Ukraine, or Slovakia? I think the usage is left over from things like "in the Soviet bloc and the West." Still, it's what your source text says. You might write "Russian and foreign," but then the latter would include Japanese, Indian, Chinese, etc. ones.
