invite firms from this region into partnership.

Explanation:
I am translating the whole passage just to try to get rid of the unclear pronoun / adjectival pronoun antecedent problem

The Parties support the interest in cooperation on the pipeline part of the project shown by business circles in the Asia Pacific region (APR)and invite firms from this region into partnership.

Dmitry Nikonov asked me why I raised the issue of unclear antecedents in my answer and comments on others. I was recalling my grammarian father, but it seems that modern usage is more tolerant

In an email to Dmitry I mentioned that the subjects in subordinate clauses cannot be considered antecedents for subsequent pronouns.

Depending on how one translates the rest of the sentence, the issue might more properly be whether objects of a preposition can serve as antecedents for subsequent pronouns. In any case here are a couple of citations wihth different views.

I am not sure whether this increases clarity.

PRONOUN WITH POSSESSIVE ANTECEDENT

Milton’s blindness forced him to dictate to an amanuensis. Some have argued that a personal pronoun such as him in the example cannot have a noun in the genitive case (Milton’s) as its antecedent; they insist that only a genitive pronoun with noun will work: Milton’s blindness forced his dictation to an amanuensis. But there is nothing wrong with the example using him:we know that it refers to Milton, and although the logic may beimperfect the common sense of the grammar prevails. Occasionally, especially when the pronoun is who or whom instead of whose (A prodigious piece of work was Johnson’s dictionary, who now gets credit for a one-man effort),the resulting sentence will be awkward regardless of whether thepronoun is genitive or something else. But otherwise you maycomfortably use a noun in the genitive case as antecedent for a pronounin any case.

AMBIGUOUS (adj.), AMBIGUITY (n.)

Ambiguity—being ambiguous—is saying something insuch a way as to obscure meaning, to suggest more than one meaning, or otherwise to make meaning uncertain. ...
Pronoun reference can also be ambiguous if the antecedent is too far back for clear recall or if it is unclear: John and then George came to the meeting. Later he said he’d be willing to serve. (Which one said it?) Avoid inadvertent ambiguity.
