Потребность промышленной, коммунальной и сельской энергетики России в теплофикационных установках малой мощности на базе газотурбинных установок перекрывается энергоустановками, изготовленными на основе авиационных двигателей.

I know that these are heating units, but I don't know how best to translate малой мощности. I also don't know if the units are actually gas turbines, of some sort..I am lost..

Any help much appreciated.

In the Russian industry, agriculture and public utility sector, demand for mini-/micro-CHP plants using gas turbines is met with power units derived from aircraft jet engines.
