Russian term or phrase: нетрадиционныe электростанции с нерегулируемой мощностью
при подключении к энергосистеме нетрадиционных электростанций с нерегулируемой мощностью (ветряные, солнечные, приливные), в целях сохранения стабильности параметров и устойчивости функционирования энергосистемы, доля (по мощности) нерегулируемых НВЭУ не должна превышать величины, оцениваемой в XX.

Okay, so I understand that the output of unconventional power plants should not account for too high a percentage of the total output of the energy system to which they contribute, as their output can vary.

I think that с нерегулируемой мощностью refers to the unpredictability of the output, the fact that it cannot be regulated, controlled. Is this what it means? I want to avoid "unregulated output" as that sounds like the output is not subject to any legal regulations. I also have the term нерегулируемых НВЭУ. I am presuming this stands for non-traditional and renewable energy facilities, and that it doesn't mean they are "unregulated".

Any thoughts welcome. Thank you.

Thank you everyone. I found all your answers helpful. I am selecting Vadim's as the expression I liked most was "variable output". I also liked Billbown's thoughts. Thank you!

renewable energy (RE) power plants with unregulated generation

Explanation:

i would still consider using "unregulated generation" - yes, i see yourconcern as it is more about "not being covered by related laws", however suggested "non-controllable" does not make any sense for me - if it is "non-controllable" it will explode :-))

also the "in" term for alterantive energy power plans - RE (renewable energy) power plants - that's what i would use here.

HERE:
"variable" or "intermittent" (generation or power production) can be the right term for "с нерегулируемой мощностью"

- same link i gave above (at the bottom):
Renewable electricity production, from sources such as wind power and solar power, is sometimes criticized for being variable or intermittent. However, the International Energy Agency has stated that deployment of renewable technologies usually increases the diversity of electricity sources and, through local generation, contributes to the flexibility of the system and its resistance to central shocks.[78]

MY FINAL VARIANT:

renewable energy power plants with intermittent (or variable) generation

or RE power plants with intermittent generation
