I thought so first, but after checking my dictionaries, I found out that \"based on\" was not appropriate for such context.
eg.
novel based on historical facts, hopes based on good news, claim based on evidence
WHEREAS
staff based in Cairo, office based in London etc.

No. I understand the insitute/s continue/s on Government funding. Somebody, apparently, the institutes' management, sometimes backed by private sponsorship, incorporates a few companies to make good commercial use of the institute's assets and legally market their otherwise unmarketable scientifi� research products. I guess they can also make some extra bucks by leasing office space to non-scientific based businesses. I am working on a report describing a vast number of Russian research institutions and this '�� ' appears to be a widespread feature I can't do without.

You shouldn't use either "hosted by" or "operating under the auspices of" here. Associated or attached are other forms of affiliate.

hosted by - is wrong. 'auspices' - stylistically incorrect as it is more:�� , �� , �� . I'd use one of my choices (naturally :-))

the research institutes. But according your context, it seems to me that the firms are actually based on the facilities (which again include premises and equipment/lab) of the institutes. Hope it will be helpful

You said that the firms were actually founded at the facilities of the institute. So, those firms may well be using the facilities (which often include both premises and equipment) of the institute.

When you say "based on the institute", do you mean they are only physically located on the premises? Or are they part of the institution, owned and/or operated, or do they rent labs, equipment, office space, etc. to conduct their own research?

"Formed" doesn't specify whether the firms are now using the institute's premises and facilities - just like the original.

I think "formed on the basis of" shows that the firms are affiliated with the institute, but doesn't reveal the exact arrangement between them. So it's less specific than "based on" or "attached to".
