I thought so first, but after checking my dictionaries, I found out that \"based on\" was not appropriate for such context.
eg.
novel based on historical facts, hopes based on good news, claim based on evidence
WHEREAS
staff based in Cairo, office based in London etc.

disagree  atxp (X): Vladimir, "на базе" means facilities. So, it could well be "premises and equipment". Attached is another form of affiliate. "Under" is for subordinates, not for private firms working with the funds of the institute (they will not be managed by institute)

If the point is convey a minimum of information this is a good option.

"Formed" doesn't specify whether the firms are now using the institute's premises and facilities - just like the original.

I think "formed on the basis of" shows that the firms are affiliated with the institute, but doesn't reveal the exact arrangement between them. So it's less specific than "based on" or "attached to".
