Таможня - это государственная служба (везде). Брокеры и прочая названы так лишь потому, что они (как и таможня) располагаются при границе и их деятельность связана с пересечением границы (как и деятельность таможни).
Так что можно было бы назвать их, например:
bordercrossing agencies, bordercrossing services.. something like that /// Поскольку к таможне, собственно, они не имеют никакого отношения. Такие же подконтрольные, как и любые лица, (физические или юридические) пересекающие границу.
(в прошлом - инспектор Киевской таможни, позднее - таможни а/п "Борисполь")
