This is in reference to corporate documents. I Googled it and got a number of hits, but nothing that gave me a real understanding of what it is and what the equivalent would be in English.

Most likely this folder contains some basic, ground-setting prikazes that launch (formally affirm) the necessary internal regulations

as a brief yandexing session shows, установочные are used mostly to delegate authority and create internal managing/controlling bodies, whereas регламентирующие formalize procedures and ways of working
doesn't look like they are precise terms, too

Asker: So are you suggesting this as a translation for the whole phrase (Установочные, регламентирующие приказы)? That would probably work, but I was hoping to get an idea of what Установочные приказы are as opposed to регламентирующие приказы, if only for my own information.

Explanation:
Those are orders establishing the rules of whatever. To make it sort of internal laws - each rule is formalized in a form of an order. Thus, the order establishes (устанавливает) the rule. That's the meaning of "установочные".
**Regarding the difference between установочные and регламентирующие, I understand it like установочные are the first basic level saying what and how to do in general. Регламентирующие - establishing the regulations (регламенты) - what and how to do in full detail.
So, I would translate it as Establishing and Regulating Orders.
