After reading the question description with greater attention, I think a better description would be "Residential school for children with special needs"
and read the question description again ))) I think it would be better translated as "Residential school for children with special needs" as it also covers kids with physical disabilities and behavioral issues.
Sir, could it be 'orphanages'? Because in the source context it's what IT IS (SHELTER + SCHOOLING). Though in the Dickens's times, I doubt that they were giving EDUCATION to orphans in orphanages. Whatever, let us beware of the current 'political correctness' rules.
One is the type that I've described in my previous posts - giving (to a questionable extent but...) care to children in distress / with disabilities (or BOTH).
The other one is like a Boarding School at the USSR MFA (don't know whether it has survived) where children of diplomats could have full boarding and education (including Oriental languages) safe back in Moscow and at the expense of the state budget while their parents were on an official mission abroad.
Let's not mix up these two types of 'boarding/residential schools'.
I never thought интернат, or this particular интернат, should be translated as borstal, I was trying to answer your question, but I gave the wrong answer. Though I lived through WWII in the UK, I can't remember any special name for such facilities.
Sir, in the current Russian context these are NOT 'borstals', i.e. these institutions ('школы-интернаты' of this particular kind in nowadays Russia) are not intended to keep 'juvenile delinquents' isolated from the 'society'. Just the opposite - these are intended to GIVE CARE to children in distress (including, mostly, children with various physical AND psychic disabilities) to grow them up and to INTEGRATE them into the society.
Can you imagine a 'juvenile delinquent' who is just three years old?

Не знаю, считать ли Южную Африку "западом", но эти школы здесь есть. Special schools. Они таки да, резидентные. Но в названии residence/residential не фигурирует, это по умолчанию.
...где очень (rpt: ОЧЕНЬ) неравнодушные люди (административный, преподавательский и технический персонал - директор, зам. директора, бухгалтер, учителя, воспитатели, врачи, медсестры, повара, технички, слесари, шоферы, и другие) в количестве 30-40 человек возлагают на свои плечи дело повседневной и круглосуточной заботы о 250-400 брошенных детишках в возрасте от 3 до 18 лет, из которых настоящими сиротами (т.е. лишившимися и отца, и матери) является менее одной трети. А все остальные - это дети т.наз. 'лишенцев' (лиц, лишенных родительских прав по суду), т.е. закоренелых алкоголиков, наркоманов, и т.д. Причем около половины контингента - это дети-дауны, аутисты, олигофрены, и т.д. Описываю по личному опыту общения.
Так что, при всем моем глубочайшем уважении к знаниям и 'ощущению языка' у Jack Doughty, это - не Boarding School.
А вот какой английский термин будет лучше соответствовать данному явлению - НЕ ЗНАЮ!!! Поскольку на Западе ТАКИХ ШКОЛ-ИНТЕРНАТОВ уже НЕТ!!! И достаточно давно.

I am not suggesting you did. My note related to the generic term "школа-интернат". The word "special" didn't appear in the question, and I didn't google the name. In this case, "special residential school for children with developmental/intellectual disabilities" would fit better.
